Police execute three search warrants across Chittenden County


Police have executed three search warrants after extensive investigation for a variety of incidents. These search warrants yielded two arrests.


One arrest was in Colchester, where police picked up 18-year-old Zachary Carrier. He was arrested for assault and robbery charges for an incident occurring on November 11. He was arrested in his home.



The second arrest occurred in Milton where police raided the residence of 34-year-old Daniel Chapman. He was arrested in his home on suspicion of alleged drug distribution involving cocaine. Police located four firearms in his residence.


The police accomplished these arrests with the assistance of the Burlington Police Department’s Emergency Response Unit (ERU) along with the Milton PD, Vermont State Police, and DEA.

Alleged prostitution and physical altercation in Burlington


At around 6:00am on December 6, police responded to a disturbance complaint on North Winooski Ave. When officers arrived they located Robert Rockwood, 61, of Burlington at the scene.


After he was identified and processed, BPD’s Detectives Services Bureau found evidence that Rockwood had engaged in sexual acts with an individual whom he paid for services.

After this, Rockwood allegedly forcibly prevented the victim from leaving, which caused a physical altercation. Both parties were injured in the tussle.


Both parties were transported to the University of Vermont Medical Center.


Rockwood was taken into custody for unlawful restraint and aggravated domestic assault.

Rockwood was arraigned on December 9. He is being held without bail pending an evidence hearing.

Rockwood’s criminal history includes:


3 failures to appear for court proceedings, 

21 felony charges with 4 convictions, 

25 misdemeanor charges with 25 convictions, 4 of his convictions were assaultive in nature, 1 was use of a deadly weapon, and 2 convictions in relation to sex crimes. 

Rockwood also has a prior conviction for unlawful restraint in the 2nd degree.


Police execute search warrants across Chittenden County


At 3:00am on December 9, police responded to reports of gunshots in the vicinity of Buell and South Union Street.


Police located a suspicious individual in a vehicle nearby. Police ordered the man to exit the vehicle. The suspect refused to comply, physically fought with officers, and eventually struck an officer with his car before speeding away.


The suspect’s car, along with the suspect, were located around an hour and a half later at 4:30am in Essex. Police arrested and identified the man as Thomas Savard Jr., 40, of Burlington. Savard was taken into custody for aggravated assault, eluding a police officer while operating in a grossly negligent manner, and impeding public officers.


The officer that was struck was later treated at the University of Vermont Medical Center for minor injuries.


As of December 10, he is being held without bail due to a parole violation. According to the BDP, the court will be setting a weight of the evidence hearing sometime after Christmas.

The court has also ordered an inpatient evaluation for Thomas Savard Jr.

This is the 14th gunfire incident in Burlington in 2024, a massive uptrend since 2020. It is unclear if Savard Jr. is the main culprit for the gunfire that morning.

7 failures to appear, 

15 violation of court orders or conditions charges with 10 convictions, 

16 felony charges with 8 convictions, 

39 misdemeanor charges with 24 convictions, 

12 assaultive crime charges with 7 convictions, 

3 dangerous/deadly weapon related charges,

12 violation of probation charges with 2 convictions.


Fight breaks out on Church and Main


Police have arrested a 51-year-old Burlington man for sucker punching a victim in the back of the head. 


The incident happened at 2:00am on December 9. Police responded to a report of an altercation between two individuals near Church Street in Burlington.


The suspect was later identified as Terry Galyean, 51, of Burlington. The Burlington Fire Department arrived on scene and transported Galyean and the victim to the University of Vermont Medical Center for medical evaluation.


Due to Galyean being in the hospital, he was flash cited for aggravated assault.

Burlington Police Department highlights ECS


The Burlington Police Department has released a new informational video featuring their Emergency Communications Specialists (ECS) more commonly known as dispatchers.

The video highlights the key roles and challenges that dispatchers face everyday.


Dispatchers respond to emergency and non-emergency requests, they also provide communication between police, fire, and ambulance response units.


By monitoring radio traffic and operating computer systems, Emergency Communications Specialists dispatch the appropriate units for assistance.


The purpose of this video series is to educate the public on the different teams within the BPD and to help better understand the work and importance each has at the department.
